Eligibility

Passenber with passports issued by governments other than Japan,
with a status corresponding to Temporary Visitor in Japan
as stipulated in Article 2 of the Immigration
Control Act and Refugee Recongnition Act. 　

Japanese nationals currently residing in a foreign counrty
and who fall into one of the following categories:
1. hold foreign permanent resident status
2. are married to a foreigner and living in a foreign country.
